LTO Chief: 3 to 5 days release of registration and plates for MC

Last week, the Land Transportation Office (LTO) issued a memo requiring dealers of both motor vehicles (MV) and motorcycles (MC) to prominently display in their showrooms the processing time of vehicle registration, from initial registration to the issuance of Certificate of Registration (CR) and Official Receipt (OR), including the release of plates.

LTO chief, Assistant Secretary Atty. Jayart Tugade, says that it should only take a few days for the client to receive the CR, OR, as well as the number plate of their newly-acquired motorcycle, and non-compliance on the part of dealers will be meted with hefty fines.

“Isa po itong mahigpit na paalala sa mga dealer ng sasakyan. May sinusunod tayong bilang ng araw ng pagproseso na dapat ay nakumpleto na ang rehistro o mayruon ng Official Receipt, Certificate of Registration at plaka ang biniling sasakyan ng inyong kliyente. May karampatang multa o parusa kapag hindi ito nasunod,” said Tugade.

(This is a strong reminder to dealers of motor vehicles. We must follow the processing time frame to complete the registration with OR, CR, and the number plate of the MV bought by your client. There’s a corresponding penalty for non-compliance.)

According to the infographic shared by the chief and LTO’s official social media page, it should only take dealers between 3-5 days to complete the registration process (OR/CR and number plate) for motorcycles, while cars and other types of vehicles should only take between 7-11 days.

Non-compliance on the part of MC and MV dealers will be penalized under existing LTO rules. For MC dealers, 1^st offense will be dealt with a PHP 20,000 fine, while the 2^nd and 3^rd offenses will be slapped with PHP 30,000 and PHP 40,000 fines, respectively.

If the MC dealer commits the same non-compliance the 4^th time, they will be slapped with a PHP 50,000 fine plus cancellation of their Certificate of Accreditation and their eventual blacklisting upon finality of the resolution from the LTO.

For MV dealers, penalties for non-compliance range from PHP 100,000 up to PHP 500,000 including cancellation of their Certificate of Accreditation and their blacklisting upon finality of the resolution from the LTO.
