You’ll actually be able to pick it up as part of rescuing Aerith when you’re being chased by enemies around the Business District. When you’re coming up on the Loveless building, you’re going to run down a nearby avenue after doing a 180, where you’ll see this on the ground by a car.
You can also purchase it from the materia store that gets unlocked in Chapter 3 of Final Fantasy 7 Remake, and it’s not terribly expensive, but we reckon the earlier that you can get some useful materia into your slots the better, honestly.
