Gasgoo Munich- Pony.ai has teamed up with autonomous mobility firm Verne and global ride-hailing giant Uber to officially launch commercial Robotaxi operations in Zagreb, Croatia’s capital, on April 8. This marks the first service of its kind in Europe open to the general public. It marks a significant milestone in the company’s "dual-engine" strategy. Having already achieved unit-economic break-even with its seventh-generation Robotaxi in the first-tier cities of Guangzhou and Shenzhen, Pony.ai’s expansion into Europe serves as a further test of whether its technology and business model can adapt and scale across different regions.The rapid rollout in Zagreb also demonstrates the adaptability of Pony.ai’s autonomous driving solutions to diverse regulatory environments and operational scenarios. Under a "co-built fleet model," the partners are leveraging their respective strengths: Pony.ai provides its market-validated autonomous driving solutions and operational expertise; Verne, as the fleet owner and operator, handles day-to-day management; and Uber integrates the service into its global ride-hailing network to complement Verne’s user platform. Together, they aim to build a sustainable, scalable Robotaxi ecosystem.As Pony.ai accelerates its global expansion, the company says its dual-engine strategy and co-built fleet model will generate scale effects to support multi-regional operations—helping it reach its target of 3,000 operational vehicles by the end of 2026. The company has already notched up milestones across several regions: in Europe, it is conducting public road tests in Luxembourg and launching commercial Robotaxi services in Croatia; in the Middle East, it has secured approval for road testing in the UAE and launched commercial operations in Qatar; and in Asia, it is testing on public roads in Seoul and carrying passengers in Singapore.
