On paper, that arrangement can produce remarkably low fuel consumption and CO2 figures.Real-world drivers, however, don't necessarily use them the way regulators expect. A large new European study suggests the gap between laboratory assumptions and everyday driving is getting dramatically worse.The problem isn't that plug-in hybrids are incapable of running cleanly. Instead, owners appear to be spending far less time driving electrically than official calculations assume, even as newer models gain larger batteries and longer electric ranges.AdvertisementAdvertisementAccording to the International Council on Clean Transportation, that disconnect has become significant enough that 2023-model PHEVs emitted roughly 4.6 times their official CO2 figures in real-world use. The study analyzed data from around 920,000 plug-in hybrids registered across Europe between 2021 and 2023.The Gap Is Getting BiggerImage Credit: AUDI AG.The ICCT found that plug-in hybrids registered in 2021 emitted around 3.5 times their official CO2 values in everyday driving. For vehicles registered in 2023, that figure had increased to 4.6 times the certified number.Average real-world emissions actually rose slightly from 130 g/km to 134 g/km during that period. Official figures moved in the opposite direction, falling from 37 g/km to just 29 g/km.For comparison, the ICCT says conventional combustion vehicles, including full and mild hybrids, emitted roughly 1.2 times their official figures. That makes the discrepancy surrounding PHEVs particularly striking.Longer Electric Range Hasn't Solved ItEuropean regulations use a so-called utility factor to estimate how much driving a plug-in hybrid will complete using electricity. Longer electric range is supposed to translate into a greater percentage of zero-tailpipe-emission driving and therefore a lower official CO2 figure.AdvertisementAdvertisementReal drivers aren't following that pattern. The ICCT found the actual electric-driving share declined between 2021 and 2023 despite PHEVs gaining additional electric range.For 2022 vehicles, the regulatory formula effectively assumed an electric-driving share of around 80 percent. The ICCT says roughly 21 percent would have produced CO2 figures that better matched real-world behavior.Charging Habits Matter EnormouslyImage Credit: Volkswagen.A PHEV delivers its biggest emissions benefit when its battery is charged regularly and used frequently. If owners rarely plug in, the combustion engine ends up doing considerably more work while also carrying the weight of a battery, electric motor, and associated hybrid hardware.The ICCT also notes that the combustion engine and electric motor can operate simultaneously rather than the vehicle remaining entirely electric. Those factors help explain why simply fitting a larger battery doesn't guarantee lower real-world emissions.Europe Is Already Changing The RulesThe European Commission has already begun adjusting the utility-factor calculation used for PHEV certification. A first correction took effect in 2025, with another major adjustment scheduled for the 2027 regulatory period.AdvertisementAdvertisementICCT Europe Director Peter Mock argues that continued revisions will be necessary as more real-world data becomes available. The goal would be to bring official PHEV emissions closer to what vehicles actually produce on the road.None of this means plug-in hybrids are inherently pointless. For owners who charge consistently and complete much of their daily driving electrically, they can still substantially reduce fuel use.The study instead shows how dependent their environmental performance is on driver behavior.
