Instead, they can log onto the "Shanghai Commerce" official platform daily between 7:00 a.m. and 10:00 p.m. to enter an instant lottery via the "Government Services - Car Trade-in Subsidy Application" portal. Participants will learn the outcome immediately. This move slashes waiting times and significantly boosts the efficiency and fairness of the policy's reach.To ensure subsidies go where they're intended, the new process tightens upfront verification. When consumers sign up, the system cross-references in real-time with the State Taxation Administration's national VAT invoice verification platform to check the authenticity and location of the new vehicle's invoice. Only those with verified invoices enter the lottery pool. If an invoice fails—due to cancellation, issuance outside Shanghai, or mismatched information—the system will flag the specific error and block the entry. Winning results are archived by a third-party notary agency to guarantee transparency.Winning the lottery, however, doesn't guarantee the subsidy. A win simply secures the right to apply. Consumers must still submit a full application—choosing between scrapping or trading in their old vehicle—through designated channels by January 10, 2027. Only after passing a subsequent review will funds be disbursed. Applications that fail to meet the detailed rules of the "2026 Shanghai Car Trade-in Subsidy Policy Implementation Rules" will be rejected.Lottery quotas are non-transferable and strictly for the winner's use; the applicant for the lottery and the subsidy must be the same person. Those who don't win can re-enter the next day, with unlimited attempts during the campaign period, which runs from June 9 to September 30, 2026.
