Long-life lithium batteries are targeted to reach a cycle life of 15,000 cycles, while leading companies are expected to achieve PPB-level product defect rates.The plan also envisions new-type battery technologies supporting electrification across vehicles, ships, aviation, construction machinery and energy storage, with applications expanding on the power-generation and grid sides as well as in industrial parks and data centers.Technology and industrial developmentThe plan identifies frontier technology research as a priority, including efforts to address key technologies for solid-state battery industrialization and to develop next-generation battery systems. It also calls for improvements in industrial software and high-end equipment, alongside a supply system centered on lithium batteries and supported by sodium-ion and flow batteries.The plan further calls for digitalization and green transformation across the industry, the development of green factories and zero-carbon industrial parks, optimized regional industrial distribution, and the cultivation of high-quality enterprise clusters at different stages of development.International cooperation and implementationFor international cooperation, the policy encourages battery companies to expand overseas in an orderly manner, strengthen risk controls for overseas investment, establish international industrial cooperation platforms and respond to technical trade barriers in overseas markets.For implementation, the plan calls for stronger coordination among government departments, coordinated financial support, broader financing channels for key companies, deeper integration between industry and education, and a fair and orderly competitive environment.
