It had been 14 months since booking and the dealer had no clue about the delivery of the vehicle.

The wait for XUV 700 AX7L D AWD was getting longer and longer in Bangalore, booking was completed 14 months already and the dealer had no clue about the delivery of the vehicle. The on road price also has gone up to 33 lakhs from 29.5 lakhs at the time of booking! I had no patience anymore and searched the availability of the car in other dealerships in Karnataka and Kerala.
I have decided to purchase the car from Alleppy, Kerala, where the car was available for immediate delivery. I wanted the car to get registered in Bangalore because it will be tough to drive a KL registration car in Bangalore for long term.
I have paid the advance booking amount of Rs. 21000 on 10/04/2023 and visited their showroom in Allepy during next week to do the Pre-Delivery Inspection. After doing satisfactory PDI, I applied for Bank loans with ICICI and Axis, out of them ICICI was quick to approve and disburse, so went with ICICI auto loan. Many Banks were not ready to approve loans because of the inter-state purchase of the car.
After the 100% payment of the invoice amount, (Rs. 2644583) the dealer from Alleppy started the procedure for temporary registration with RTO Alleppy. They wanted the address proof in Kerala and Bangalore for Temporary registration. After vehicle billing, Fast tag and Insurance, the Dealer requested for temporary registration via Vaahan portal, and the second day the application got approved and we got the temporary number, we took the delivery of the vehicle same day. I have paid only Rs. 160 for the temporary registration there was no need to pay any tax. Everything for the temporary registration is done by the dealer, they did an excellent work for getting temporary registration. The dealer printed the temporary registration number in a plate and fixed it on the car, which was mandatory as per the RTO rules. Finally, the vehicle got delivered on 24/04/2023 around 6 pm.
The next day we travelled to Bangalore, with our temporary registration number plate, the journey was smooth, nowhere the police has stopped us due to the temporary registration board.
Registering in KA 51 RTO Bangalore:
After reaching Bangalore, I have enquired with many agents for new car registration in KA 51 RTO, most of them were not ready to undertake the same, as it was an unusual thing for them. At last, one agent decided to help me, he demanded Rs. 26000 as charges for registration, which I felt it was too high, and decided to visit the RTO directly.
On 27/04/2023, my friend Arvind and I visited KA51 RTO and enquired about the registration procedures. Arvind spoke in Kannada, that gave us an extra edge. The officer from the section 5 was very helpful, he checked all the documents and guided us for the registration.
Documents required for Permanent Registration:
- Form 20 with seal and sign from Dealer and Bank in case of hypothecation (two copies of form 20 in case of hypothecation).
- Form 14.
- Temporary Registration Documents from Alleppy RTO.
- Form 21 Sale Certificate.
- Form 22 Road Worthiness Certificate.
- Fast Tag Fitment Proof.
- Insurance.
- Invoice Copy.
- Envelope with stamp.
- Paper file and tag.
The officer from section 5, KA51 RTO, told us the BH registration is unavailable for the Private Employees in Karnataka as of now, they can do KA 51 running series. As we wanted to get a fancy number for the car, the officer advised us to visit the Transport Commissioner’s office, in Shanti Nagar (Double Road near Lal Bagh Bangalore). We visited the office, checked the availability of the fancy number of our choice and submitted the DD favouring “SECRETARY STA BANGALORE” (should be from a Nationalised Bank and payable in Bangalore) You can check the availability of your choice of number with the RTO/ Transport Commissioners before availing the DD. Please note that fancy number in Karnataka is available only at the Transport Commissioners office, its NOT AVAILABLE ONLINE.
After submitting the DD along with a copy of Form 21 Sale Certificate, the fancy number was allotted to us within 30 mins.
The next day. 28/04/2023, I visited the KA 51 RTO, submitted the documents along with the fancy number allocation letter from Transport Commissioner’s office, the officer from Section 5 told me to pay the DD favouring “R.T.O. Bangalore” for Tax and Registration, the break up as follows:
- Tax – Rs 471312
- Cess – Rs. 47132
- Infra Cess – Rs. 4714
- New Registration – Rs. 600
- Hypothecation – Rs. 800
- Smart Card – Rs. 137
- Service/ User Charge – Rs 75
- Postal Fee – Rs. 50
- Grand Total – Rs. 525820
After paying the tax, I received tax paid challan, attached a copy in the file and submitted to section 5, the officer did his sign and told me to go to section 3, where another officer checked the file and told me to go for the vehicle inspection in the nearby road.
I enquired with the security guard where the test is happening, he guided me to a place where lot of yellow board vehicles were seen in a queue. It was around 12 pm, I asked the drivers on the yellow board vehicles about the test time, they informed me that the inspection would happen around 2: 30 pm, and it will finish in 10-15 minutes.
Around 2:30 pm, the MVI (Motor Vehicle Inspector) came in a jeep with his assistants, they will read out the chassis number of the vehicle and the MVI will inspect the same in our file. I did a mistake, forgot to take the chassis number impression on form 20, so the MVI signed the form 14 and asked to get the impression on form 20.
I tried to get the impression on form 20, but it was unsuccessful. Then I called my friend Mr. Arvind, we brought a set of printouts of form 20 front page, pencil, eraser and sharpener, tried again but in vain. The chassis number of XUV 700 is under the seat which made the task impossible for us.
We approached the officer in section 5 again, talked about the story, he told us to wait for sometime and will get somebody to take the impression. After sometime, he arranged a person from a car showroom and he did the work in 2 minutes!!! ( experience matters ) By the time we finished the impression the MVI went for his routine road inspection so we couldn’t get the sign on the same day.
On Saturday, 29/04/2023, I visited the KA 51 RTO office section 3 for MVI signature, they instructed me to go to the test area again, the test will happen early around 12.30 because of Saturday.
The MVI came around 1:00 pm, the test was delayed due to rain I believe, he inspected the vehicle and signed on form 20, both the copies.
Now the file is complete for registration process, submitted the same in section 5, the officer checked the file, approved it online and I received a message on my mobile from Vaahan that the vehicle registration is complete.
Printing HSRP (High Security Registration Plate):
Its mandatory to have HSRP for new vehicles, the RTO office instructed me to visit the nearest Mahindra showroom to get the HSRP printed. I visited Sireesh Auto Madiwala, Paid Rs. 800 along with Invoice, Tax Paid recept and Virtual RC Copy, submitted on 02nd may, the HSRP got fitted from the same showroom on 04th May after noon and the same is updated in Vaahan in order to print the RC card.
Overall experience with the RTO officials were excellent, they helped us in each and every step, cleared all our doubts explained the step-by-step procedure. What I feel is they encourage people going directly to them instead of middle men. Hope this will help those who are looking for inter-state purchase of a new car. Thank you for reading.
